What is a Police Clearance Certificate?
A police clearance certificate is a statement that you do not have a criminal record, or a copy of your criminal record if you do. They assist the authorities in determining whether you are inadmissible to Canada for any reason.
Each country and territory has its own set of police certificates. They could be referred to as:
police clearance certificates
good conduct certificates
judicial record extracts or
other names
Depending on the program, you and any family members 18 or older may be required to obtain a police certificate or PCC Canada.

Express Entry
Obtaining police certificates can take a long time. You should think about requesting them as soon as your profile is in the pool. If you've been invited to apply and haven't received them yet, you should request them right away.
You may be denied entry or stay in Canada if you have a criminal record. People who pose a security risk to Canada are also barred from entering the country.

In most cases, you'll need to obtain police certificates for countries or territories where you've spent six months or more consecutively since the age of 18.
An officer may request additional police certificates when processing your application.
What Exactly do I need to submit?
To be accepted, a police clearance certificate must be accompanied by a scanned (colour) copy of the original document. Unauthorized copies and certified true copies will not be accepted. If the police certificate is in a language other than French or English, it must be accompanied by a certified translation in either English or French, as with all Express Entry document requirements.
What If I Can’t Get My PCC Before the Deadline?
You have 60 days after receiving your ITA to submit your complete permanent residence application, including your police certificate (s). A police certificate may take more than 60 days to be issued in some countries. If you anticipate receiving an ITA, you can apply for your police certificate ahead of time. If you are unable to obtain the police certificate in a timely manner, you have two options.
You have the option of declining your invitation. You will be returned to the pool of candidates and considered in future Express Entry draws if your Express Entry profile is less than 12 months old. However, there is a chance that you will not be invited to apply in a subsequent draw.
You may submit your application; however, instead of submitting the outstanding police certificate, you may upload documentation proving the police certificate was requested (payment receipt, tracking number, etc.) along with a letter of explanation. In this case, IRCC immigration officers may accept these documents as a stand-in for your police certificate until you receive your police certificate. This decision, however, is at the discretion of the IRCC officer, who may choose to reject your application as incomplete.
